Duties Summary About the Position: Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions. Responsibilities * Reviews new contracts to assure all necessary clauses have been included. * Contacts the responsible buying activity to resolve discrepancies such as missing or inconsistent provisions. * Coordinates with the contractor and/or participates with the Administrative Contracting Officer (ACO) in post-award conferences with government and contractor personnel to clarify issues or resolve contractual problems. * Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, data reporting requirements, and other contractual requirements. * Maintains records and registers on the status of various contract administration actions or requirements, using various electronic systems. * Reviews contract financing requests to assure compliance with the contract, determining eligibility, and verifying evidence of contractor progress for approval of contract financing. * Resolves delivery schedule problems with contractor and buying activity, and negotiates with contractors for consideration when delinquencies occur and prepares supplemental agreement for the contracting officer's signature. * Performs final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items, deobligation of excess funds, and that all administrative and reporting actions have been resolved before recommending closeout Travel Required Occasional travel - Business Travel 10% of the time Supervisory status No Promotion Potential 11 Requirements Conditions of Employment * Possession of a valid state driver's license is required. * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Secret security clearance. Qualifications DCMA Permanent Employee Applicants: Current DCMA employees will be converted to a Term Position Not To Exceed 13 Months, your appointment may be extended up to a maximum of 8 years. This position may be made permanent without further competition to those candidates that have non-competitive status. Non-DCMA Permanent Employee Applicants: You will be considered for a Term Position Not To Exceed 13 Months, your appointment may be extended up to a maximum of 8 years. This position may be made permanent without further competition to those candidates that have non-competitive status. Who May Apply: * Interagency Career Transition Assistance Plan (ICTAP) Eligible * All U.S. Citizens and Nationals with allegiance to the United States QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. GS-09: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-07. Specialized experience is defined as: Experience performing various contract administration functions such as monitoring canceled funds, performing reconciliation and maintaining database integrity. Experience identifying discrepancies and providing recommendation for corrective action. GS-11: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09. Specialized experience is defined as: Experience applying contract administration policies regulations and practices to negotiate contract terms and prices, review contract proposals and draft specifications. Experience processing final contract closeout. Education can be substituted for experience at the GS-09 and GS-11 levels. You will be evaluated on the basis of your level of competency in the following areas:

BASIC EDUCATION REQUIREMENT (MUST SUBMIT TRANSCRIPTS): A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: You MUST submit a copy of your transcripts. NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
