Summary of position/ObjectiveThe Home Health Administrator plans, develops and directs the programs, services, activities and employees of the agency.Essential Duties and ResponsibilitiesAccomplish department objectives, effective team leader with outstanding communication skills, problem-solving and utilize best-practices to grow the businessEnsure the agency's skilled health services are in compliance with all applicable regulations, Accrediting organization standards (if applicable), and federal, state, and local lawsEnsures the completion, maintenance and submission of such reports and records as required by the Iowa Department of Public Health and EnvironmentEnsures the agency's ongoing liaison with the Governing Body, Quality Assurance and Performance (QAPI) Committee, staff members and the communityMaintains a current organizational chart to show lines of authority down to the patient levelDevelops and implements objectives, manages all business affairs and the overall operation of the agencyEnsures the maintenance of appropriate personnel, financial and administrative records and all policies and procedures of the agencyEmploys qualified personnel in accordance with written job descriptions and ensures adequate staff education, supervision and evaluationsEnsures orientation of new staff, regularly scheduled in-service education programs and opportunities for continuing education for the staffIs responsible for all day-to-day operations of the agencyEnsures that a Clinical Manager is available during all operating hoursEnsures that the agency employs quali---ed personnel, including assuring the development of personnel quali---cations and policiesEnsures that when the Administrator is not available, a quali---ed, pre-designated person, who is authorized in writing by the Administrator and the governing body, assumes the sameresponsibilities and obligations as the Administrator. The pre-designated person may be theClinical Manager. The Administrator or a pre-designated person is available during all operating hoursEnsures the administrator or the pre-designated individual will be available either in person, via telephone or other electronic means during all hours the agency is open and providing care to patientsEnsures all marketing, advertising and promotional information and activities accurately represents the agency and addresses the care, treatment and services that the agency can provide directly or through contractual arrangementPlans, organizes and directs the Agency's ongoing functions by delegating duties and establishing a formal means of staff accountabilityImplements agency policies and proceduresDirects and coordinates the overall development and administration of the agency consistent with the agency mission and available resources, and with the involvement of the agency staff and participation of the QAPI CommitteeProvides leadership in the development of strategic long-term plansAppoints person responsible for the implementation of the infection control programEvaluates effectiveness and efficiency of the agency services and programsDirects daily business activities of the agency and assures development of systems that support recruitment, hiring and the ongoing professional development of agency staffParticipates in the hiring and orientation of staff, and development of continuing education (staff development) in applicable policies, rules, regulations and resource materialsEstablishes criteria and procedures for selection, promotion, discipline and termination of employment of personnelDevelops and implements employee compensation programEnsures that confidentiality and privacy procedures are adopted and followedServes as a resource person to employeesDevelops implements and evaluates budget plan and cost control methodsEstablishes and maintains effective means of communicationServes on the QAPI CommitteeAppoints members and their terms of membership to the QAPI CommitteeImplements an effective budgeting and accounting system; assures accuracy for billing proceduresMonitors equipment use and takes steps to keep abuse to a minimumUses statistical data to determine quality and quantity of servicesParticipates in personal professional growth and developmentEnsure agency personnel have current clinical information and current practicesMaintains current knowledge of local trends and issueMaintains current CPR certification (medical personnel)Maintains Mandatory Dependent Adult and Child Abuse training requirementsMaintains active and unrestricted Iowa nursing, therapist or physician license (as applies)Performs other duties as assignedCompetencies/Qualifications/EducationFor individuals that began employment with the agency prior to January 13, 2018, a person who:Is a licensed physician;Is a registered nurse; orHas training and experience in health service administration and at least 1 year of supervisory administrative experience in home health care or a related health care program.For individuals that begin employment with an agency on or after January 13, 2018, a person who:Is a licensed physician, a registered nurse, or holds an undergraduate degree (Associates or Bachelor); andHas experience in health service administration, with at least 1 year of supervisory or administrative experience in home health care or a related health care programIs qualified by education, knowledge and experience to oversee the services providedHas the appropriate education and experience as defined by the governing board/owner and any applicable state and federal laws and regulationsExcellent verbal and written communication skills and strong interpersonal skillsKnowledge of regulatory requirements at the federal, state and local levels, as well as knowledge of agency policies and proceduresAt least 21 years of ageCertificates/Licenses/RegistrationThe employee must possess a valid driver's license and be eligible for the agency's vehicle insurance and provide proof of private vehicle coverage.Work HoursHours are varied depending on the needs of the organization. This may include, but is not limited to days, nights, weekends, and holidays. This position requires hours that exceed a typical 8-hour work day as needed.Work EnvironmentThe work environment is consistent with similar indoor home health offices, travels to referral sources and possibly to patients' homes.Physical DemandThe physical demands described here are representative of those that must be met by an employee at all times to successfully perform the essential functions of this job. Occasionally the employee will lift or move up to 50 pounds.The employees will frequently push or pull items.Specific vision requirements include close and peripheral vision, depth perception and ability to focus.TravelFrequent travel within a 25-mile radius is expected for this position.
